The Sydney Record

Eight years of club and hospitality capital works, inside venues that kept trading.

Hunter FPM was established in Sydney in 2018 to do one thing: represent the owner, independently and at senior level, on capital projects and the facilities that follow them. The record since then is on the projects page: the $100M Sydney Coliseum Theatre at West HQ, the lounge and courtyard refurbishment at Balgowlah RSL under an amended AS 4000, The Verandah Beecroft and the gaming and amenities works at Norths Cammeray, all delivered while the venue traded.

New South Wales has its own clocks. A payment claim under the Security of Payment Act starts a ten business day period the day it is served. Annual fire safety statements fall due whether or not anyone is watching. Registered club boards carry a duty to approve and monitor major capital expenditure, and industry best practice guidance for major capital works expects independent, documented oversight. That is the layer we provide, in writing, every month, to boards and general managers who have to answer for the outcome.

Robert Hunter is in Sydney every week and attends site on the projects he administers. Aged care, education, medical and commercial owners are welcome; the discipline is the same whatever the building.

01 / Capital Works Oversight

02 / Superintendent and Contract Administration

The contract administered to a standard that survives dispute.

Superintendent or Principal's representative under AS 4000, AS 4902 and related Australian Standard forms, with every clause verified against the executed contract.

Payment

Progress claim assessment and payment schedules inside the contract and Building and Construction Industry Security of Payment Act 1999 (NSW) timeframes.

Change and time

Variation directions and determinations, extension of time assessments, delay and disruption positions documented as they arise.

Completion

Practical completion, defects liability period management, final certificate, handover records the owner can rely on.

We capture what you own, its condition, remaining life and compliance status, into a register you keep. Built on Standara. Strata schemes planning their capital works fund welcome.

Capture

On-site survey of plant, equipment and building elements, photographed, tagged and rated.

Register

A live register with maintenance schedules and replacement years, owned by you, not by a contractor.

Handover

New works commissioned straight into the register, so the day the builder leaves is the day the record starts.

What are the payment claim timeframes on a New South Wales building contract?

Under the Building and Construction Industry Security of Payment Act 1999 (NSW), a payment schedule must be served within 10 business days of receiving a payment claim, or within a shorter period if the contract says so. Miss it and the owner can become liable for the full amount claimed. We diarise every claim date and response deadline on day one of an engagement.

Do you work with registered clubs in New South Wales?

Yes. Registered clubs and RSLs are the core of the practice. Our delivered projects include the Sydney Coliseum Theatre at West HQ, the lounge and courtyard at Balgowlah RSL, and two venues for Norths Collective. Named references are available on request.

Do you act as superintendent under AS 4000 and AS 4902?

Yes. Superintendent, Principal's representative and contract administrator on the Australian Standard forms, with every clause verified against the executed contract for that project rather than the standard form. More on the superintendent page.

Can you take on a project that is already under way?

Yes. We start with a health check of the contract, the claims to date, the variation and extension of time registers and the programme against the owner's rights, with written findings inside ten business days, then take over administration from the next claim cycle if the project warrants it.

How are fees set?

Quoted on enquiry after a short scoping call. Construction-phase oversight is a fixed monthly retainer for the contracted construction period. A pre-contract review is a fixed fee agreed before we start. Facilities management engagements are a fixed monthly fee for an agreed term.
